In response to the international Carbon Border Adjustment Mechanism (CBAM), Taiwan local governments act up.

The European Union’s Carbon Border Adjustment Mechanism (#CBAM) system was announced in May of this year and is set to be implemented in October, with official implementation expected by 2026. The “Taiwan Carbon Solution Exchange,” (TCX) jointly funded by the Taiwan Stock Exchange Corporation and the National Development Fund, Executive Yuan, was officially established on August 7th. At first, the focus will be on “carbon consulting,” while domestic carbon credit trading will only commence once the domestic carbon credit trading subsidiary law is confirmed. The details of future carbon fee collection and carbon credit trading will undoubtedly become a focal point of industry attention.

To assist businesses in conducting carbon footprint verification and carbon reduction operations, the Economic Development Bureau, Kaohsiung City Government has launched the first “Carbon Management Manual of Manufacturing Industry ” in Taiwan. It aims to help Kaohsiung companies strategize their carbon management and provide a single window for carbon consulting, assisting businesses in preparing for reporting. The bureau has also conducted manual briefing sessions in collaboration with the local industrial park service centers, introducing how to use the manual and the related counseling resources in Taiwan. Industrial representatives have been invited to share their practical experiences in conducting carbon assessments, actively assisting Kaohsiung businesses in shaping their carbon management strategies and connecting to the international carbon tax system.

Additionally, the New Taipei City Government Economic Development Department has established the Net Zero Carbon Health Center to assist small and medium enterprises in showcasing their competitiveness in domestic and international markets. In collaboration with the Green Industry Association, they plan to assist local industries in carbon emission transformation, providing tailored recommendations in energy conservation, energy creation, energy storage, and system integration. The Net Zero Carbon Health Check Center is a carbon reduction counselling team and the first local government to provide comprehensive services through physical counters, as well as communication tools like LINE, email, and phone, to businesses.

After clarifying their current situation and needs, companies choose resources for carbon assessment, carbon footprint, carbon reduction, and carbon neutrality, thus progressing toward carbon management.
